About this opportunity
The City of Germantown, Tennessee is requesting qualifications from professional consultant engineering firms to provide full-cycle design and construction engineering services for resurfacing Wolf River Boulevard from Kimbrough Road east to the City Limits, with letters of interest due October 26, 2026 at 2:00 p.m. The selected firm must be on the Tennessee Department of Transportation's pre-approved list with unlimited status — a mandatory eligibility gate. This is a federally funded project under the Surface Transportation Block Grant program as a TDOT locally managed project (PIN 137410.00).
The scope encompasses project initiation, survey, environmental assessment (NEPA document preparation), design, right-of-way acquisition, utility coordination, bidding services, and construction engineering and inspection across the entire corridor. Deliverables include pedestrian and bicycle lane improvements, mid-block and signalized intersection pedestrian safety treatments, and ADA-compliant curb ramps throughout the project area.
Payment is structured as lump-sum amounts for each TDOT phase: NEPA, design, right-of-way, and construction. No contract value or term length is stated. Letters of interest must address firm qualifications, key personnel availability and qualifications, past experience with resurfacing projects, scope of services available, staff capabilities, and project familiarity. The City will select three qualified firms to advance to Phase II evaluation, which will assess workload capacity (15%), past performance on Germantown and agency resurfacing projects (50%), technical approach (25%), familiarity with Germantown's needs (5%), and any approved non-qualifications-based criteria (5%). Interviews may be conducted as Phase III. The anticipated schedule includes consultant selection by January 2027, NEPA and preliminary engineering completion by August 2027, right-of-way and utility certification by January 2028, final design completion by May 2028, and construction in 2029. Disadvantaged Business Enterprise firms, minority-owned businesses, and women-owned firms are encouraged to participate. Submissions should be directed to the City of Germantown Procurement Department, Attn: Jennifer Jenkins, 1930 S. Germantown Road, Germantown, TN 38138.
