About this opportunity
Pierce County Planning and Public Works Department is issuing a Procurement Exemption Notice for sole-source purchase of OEM maintenance and repair parts for the ABB Uvitec system at the Chambers Creek Wastewater Treatment Plant, with capability statements due August 21, 2026. The exemption is based on sole-source justification: only OEM-manufactured replacement parts are compatible with the existing ABB Uvitec infrastructure at the treatment plant.
Pierce County intends to procure directly from Whitney Equipment, the authorized ABB Measurement & Analytics Industrial Instrumentation distributor for the Pacific Northwest region. Whitney Equipment, established in 1971 and headquartered in Woodinville, Washington, maintains service coverage across Washington, Oregon, and parts of Idaho through its main and Vancouver offices.
The exemption remains in place for 24 months from approval. Estimated total cost of purchases under the exemption is $100,000 over the 24-month period. Any vendor who believes it is capable of meeting the need may submit a capability statement demonstrating authorization by ABB to sell parts and maintenance for the ABB Uvitec system or the ability to provide parts and maintenance of matching OEM specifications. If a capability statement demonstrates qualification, Pierce County will cancel the exemption and proceed with competitive procurement.
Vendors must submit capability statements electronically through the Pierce County procurement portal by August 21, 2026 at 4:00 p.m. Capability statements must include the submitting entity's name, primary contact information, and a detailed description of how the entity meets the County's needs and minimum requirements. Questions are due by August 14, 2026. Protests of the sole-source determination must be submitted through the OpenGov platform. Contact Andrew Robson at Pierce County Finance Department, (253) 798-7456 or andrew.robson@piercecountywa.gov.
