About this opportunity
The Delaware Department of Transportation is requesting proposals for professional consulting services to evaluate and enhance its Capital Transportation Program project prioritization process, with proposals due August 27, 2026 at 2:00 p.m. through the Bonfire Procurement Portal. Up to two agreements may be awarded with a five-year contract term or exhaustion of funds, funded through federal ESTP-20260(03) discretionary grant monies under the U.S. Department of Transportation's Prioritization Process Pilot Program.
The scope requires consultants to assess current prioritization criteria and methodologies, identify policy gaps, and develop an updated, data-driven framework integrating equity considerations, flood risk and sea level rise analysis, growth data, multimodal accessibility, energy consumption, and freight factors. Deliverables include an Existing Conditions Technical Memorandum, Best Practices review, Draft and Final Prioritization Framework, Data Integration Technical Memorandum, Stakeholder Engagement Summary, and Implementation Plan. The consultant must streamline data integration and workflows and enhance public and stakeholder engagement. All work is subject to federal compliance requirements under 2 CFR Part 200 and the Notice of Funding Opportunity.
The consultant must be registered with DelDOT prior to submission and maintain Commercial General Liability coverage of $1,000,000 per occurrence and Errors and Omissions coverage of $1,000,000 per occurrence. Due to an Interim Final Rule published by USDOT on September 30, 2025, no DBE participation goal has been established.
Evaluation criteria are Key Staff and Project Team qualifications (10%), Technical Approach (25%), Firm's experience in relevant areas (18%), Firm's resources and capability (22%), and Project understanding and services approach (25%). The contract will be structured as cost plus fixed fee.
