The scope divides into three groups awarded separately to the lowest-priced, responsive, and responsible bidder for each: Group 1 comprises single-part forms, multi-part carbonless forms, and snap-out forms totaling approximately 1.6 million units over the five-year contract term; Group 2 includes business cards (approximately 60 boxes); and Group 3 encompasses envelopes totaling approximately 1.5 million units. Bidders must submit pricing for all items within each group for which they intend to bid. Deliveries must occur within ten business days of artwork approval, Monday through Friday between 8:00 a.m. and 3:30 p.m., to Miami-Dade County locations, with delivery costs the awarded bidder's responsibility. Bidders must provide two client references from commercial enterprises or government agencies demonstrating relevant printing experience.
The contract term is sixty months commencing on the first day of the month following award. Initial contract prices must remain fixed and firm for a minimum of twenty-four months from the contract start date, with price increase adjustments considered no more frequently than every twenty-four months thereafter, subject to negotiation based on the Producer Price Index for printing. All goods must be quoted Free-On-Board destination.
Bidders must register as a Registered Supplier through the INFORMS Supplier Portal and submit bids exclusively through the INFORMS Event page. Required documentation includes a Verification of Compliance Form certifying Florida statutory compliance (E-Verify, human trafficking, foreign countries of concern, scrutinized companies lists, and convicted vendor exclusions), a Subcontracting Form disclosing all first-tier subcontractors and direct suppliers, and certificates of insurance with Commercial General Liability of $1 million per occurrence and $2 million aggregate, and Automobile Liability of $1 million combined single limit, naming Miami-Dade County as an additional insured.
