About this opportunity
The Massachusetts Sex Offender Registry Board is requesting quotes for interpreter services for Sex Offender Registry hearings, with bids due August 19, 2026 at 12:00 PM. A Supplier Diversity Program commitment of a minimum 1% is mandatory; bidders must complete and submit the SDP Plan Form as part of their response, identifying certified diverse-business partners (MBE, WBE, SDVOBE, VBE, M/NPO, W/NPO, V/NPO, DOBE, or LGBTBE) and documenting spend obligations that become binding annual contract requirements measured on a Massachusetts fiscal year basis (July 1 through June 30).
The scope encompasses interpretation services across a wide range of languages, including American Sign Language, for approximately 35 to 50 hearings monthly, of which 3 to 5 require interpreters. Services include real-time interpretation during hearings and testimony, translation of submitted documents and evidence, and telephone interpretation as needed. Hearings may be conducted virtually with remote interpreter participation or in person at the Billerica office, local police departments, Department of Correction facilities, or Houses of Correction. Hearings range from under one hour to approximately six hours and may span multiple days. Interpreters must manage specialized legal terminology, Massachusetts General Law citations, Sex Offender Registry Law, 803 CMR 1.00 regulations, police reports, Department of Children and Families records, mental health and medical documentation, and testimony from multiple participants including offenders, attorneys, hearing examiners, expert witnesses, character witnesses, treatment providers, probation officers, and family members. All hearings are recorded; interpreters will be sworn in and must maintain professional conduct and confidentiality. The contract term runs from selection through June 30, 2032.
