About this file

This is a Request for Quote (RFQ) issued by the Massachusetts Sex Offender Registry Board (SORB), an agency under the Executive Office of Public Safety and Security. The SORB seeks interpreter services for Sex Offender Registry hearings, including translation to English across a wide range of languages, including American Sign Language. Services encompass interpretation during hearings, testimony, submitted documents and evidence, and telephone translation as needed. The SORB conducts approximately 35 to 50 hearings monthly, of which 3 to 5 require interpreter services. Hearings are typically conducted virtually with remote interpreter participation, though interpreters may be required to participate in person at locations including the Billerica office, local police departments, Department of Correction facilities, or Houses of Correction. Hearings range from less than one hour to approximately six hours and may span multiple days depending on witness count and evidence volume. The RFQ was released on August 5, 2026, with bid opening scheduled for August 19, 2026, at 12:00 PM. The selected vendor's contract will commence upon selection and continue through June 30, 2032.

Interpreters must maintain professional conduct and confidentiality throughout all proceedings and will be sworn in as part of hearings. The scope of interpretation includes specialized legal terminology, references to Massachusetts General Law, Sex Offender Registry Law, 803 CMR 1.00 regulations, legal documents, police reports, Department of Children and Families records, mental health information, and medical documentation. Hearings involve multiple participants including the offender, attorneys, the hearing examiner, expert witnesses, character witnesses, treatment providers, probation officers, and family members. All hearings are recorded and require clear, concise interpretation to ensure accurate transcripts for potential appeals. No pricing terms, set asides, incumbents, or funding amounts are specified in this RFQ document.

The Sex Offender Registry Board is seeking a quote for the following services.

SOR Interpreter services include translation to English, during all aspects of Sex Offender Registry hearings, including testimony, documents and evidence submitted, and as needed telephone translation. Services would include translation of SOR hearings, phone calls, and written documents in a wide range of languages including American Sign Language.

The SOR Hearings Unit conducts approximately 35 to 50 hearings per month, of which approximately 3 to 5 may require interpreter services. The hearings are normally conducted virtually, and the interpreter would participate remotely. There is always the possibility that a hearing will need to be held in person at our Billerica office, a local police department, the Department of Correction or a House of Correction, in which case it would be expected that the Interpreter will participate in person. SOR hearings can range in time from less than one hour to approximately six hours and could last multiple days depending on the number of witnesses and the evidence submitted. All hearings are recorded and require clear, concise speaking to produce an accurate transcript for any appeal.

SOR hearings consist of the offender, the offender’s attorney, an attorney representing SOR, the Hearing Examiner, Expert Witnesses, character witnesses, treatment providers, probation officers, friends and family. All witnesses are sworn, including the Interpreter.

SOR hearings include, but are not limited to, legal terminology, references to Massachusetts General Law, Sex Offender Registry Law, SOR Regulations (803.CMR 1.00), legal documents, police reports, DCF records, mental health information and medical documentation.

Translators must have the ability to conduct themselves in a professional manner at all times and maintain confidentiality.
