About this opportunity

The Commonwealth of Massachusetts is requesting proposals for preventative maintenance on state testing, pre-inspections, and permit fees on four elevators, with proposals due August 11, 2026. This procurement is subject to the Massachusetts Small Business Purchasing Program (SBPP) under Executive Order 523: all businesses may submit, but if an SBPP participant meets the best value criteria, that participant receives the award; the Strategic Sourcing Services Team evaluates non-SBPP submissions only if no SBPP bidder satisfies best value standards.

To qualify as an SBPP participant, an entity must have its principal place of business in Massachusetts, have been in business for at least one year, employ a combined total of 50 or fewer full-time equivalent employees across all locations or have employees working fewer than 26,000 combined hours per quarter, and have gross revenues of $15 million or less based on a three-year average. Nonprofit firms must additionally be registered with the Massachusetts Attorney General's Office as a nonprofit or charitable organization, maintain current filings with that office, and hold tax-exempt status under Section 501(c) of the Internal Revenue Code.

Bidders must maintain current SBPP status at submission and throughout the contract term. Misrepresentation of SBPP status results in disqualification, potential debarment, contract termination, and other enforcement actions. The SBPP webpage and Help Desk at sbpp@mass.gov provide resources and assistance.
