About this opportunity

The City of Charlotte, a division of its Charlotte Area Transit System (CATS) Facilities Department, is requesting proposals for comprehensive pressure washing services at multiple CATS-owned facilities and transit infrastructure, with proposals due July 20, 2026 at 1 p.m. through the Bonfire e-Procurement portal. The City has established a Minority-owned, Women-owned, and Small Business Enterprise (MWSBE) participation goal and requires contractors to submit Form 3 identifying intended MWSBE firms and subcontractors.

The scope includes pressure washing of vehicle maintenance facilities, parking decks, bus shelters, streetcar platforms, and light rail transit sites at six named locations: 3200 South Boulevard, 1911 North Brevard, 3145 South Tryon, 900/910 North Davidson, 310 East Trade, and various parking decks. Service frequency varies by location — bi-weekly (March–October), monthly (November–February), or semi-annual — with dates mutually agreed upon. The contractor must provide all labor, supervision, equipment, tools, materials, supplies, and transportation, including water delivery to site. Commercial-grade pressure washing equipment must produce 3,000 to 4,500 PSI with hot water capability up to 200 degrees Fahrenheit. All cleaning solutions must be environmentally friendly, biodegradable, EPA-compliant, and non-corrosive. The contractor must respond to emergency or special requests within 48 hours and bears responsibility for repairing or replacing any items damaged during cleaning at no cost to CATS.

The contract term is three years with an option to renew for one additional two-year period upon mutual agreement; either party may terminate with 30 days' written notice if requirements are not met. Evaluation criteria are Technical Approach, Methodology, and Sustainability Practices (25 points); Qualifications, Experience, and Approach (20 points); Available Personnel, Equipment, and Resources (20 points); Cost Effectiveness and Value (25 points); and Acceptance of Contract Terms (10 points). The non-mandatory pre-proposal conference is scheduled for June 26, 2026 at 10 a.m. via Microsoft Teams. The Evaluation Committee will assess proposals July 23–August 3, 2026, with contract award by City Council on a date to be determined. Contractors must be registered with the North Carolina Secretary of State, possess all required licenses and certifications, and carry insurance naming the City of Charlotte and CATS as additional insureds prior to work commencement.
