About this opportunity
The City of Woburn, Massachusetts is requesting sealed bids for intersection improvements at Woburn Street/New Boston Street and Presidential Way under IFB-27-04, with bids due September 3, 2026 at 12:00 noon EST and questions due August 20 at 12:00 noon. A 10.4% combined MBE/WBE participation goal applies. The project is subject to Massachusetts Department of Environmental Protection oversight due to proximity to two EPA Superfund sites (Industri-Plex and Olin Chemical), requiring contractor preparation and implementation of an Environmental Health and Safety Plan and Soil and Groundwater Management Plan approved by a Certified Industrial Hygienist, and engagement of a Licensed Site Professional for contamination assessment and remediation oversight — a significant compliance and staffing filter.
The scope encompasses intersection geometry updates to accommodate new turn lanes on Woburn Street and Presidential Way, cement concrete pedestrian curb ramps and crosswalks across New Boston Street and Presidential Way, driveway reconfiguration, pavement markings, regulatory signage, traffic conduit installation for future traffic signals, and full-depth pavement widening. Add Alternative 1 proposes cement concrete sidewalk on the west side of New Boston Street to connect to the New Boston Street bridge project. All work must comply with the 2026 Standard Specifications for Highways and Bridges effective January 2026.
Bidders must demonstrate at least five years of experience in street and road improvements, concrete installation, and curbing, and possess all required personnel licensure and OSHA training documentation. Work is restricted to 7:00 AM to 3:30 PM Monday through Friday, with no weekend, holiday, or adjacent long-weekend work without prior approval, and peak traffic period restrictions from 6:00 AM to 9:00 AM and 3:00 PM to 7:00 PM. The contract is awarded to the responsive and responsible bidder offering the lowest firm fixed price. Bidders must submit a 5% bid bond and, if awarded, provide a 100% payment bond within 10 days of award. Bid prices remain firm for 60 days following opening and must include delivery, fuel, labor, and all related charges. Contractors must carry Workers' Compensation and Comprehensive General Liability insurance with minimum limits of $1,000,000 for bodily injury and property damage, and maintain prevailing wage compliance and certified payroll reporting per Massachusetts General Laws. Contract awards are anticipated within 30 days of bid opening.
