About this opportunity
The City of Raleigh is requesting prequalifications for general contractors and trade subcontractors on the Raleigh Police Department Evidence Facility project, a $50 million capital construction undertaking, with prequalification forms due August 6, 2026 at 5:00 p.m. to Manasa Badri at MBadri@consigli.com. Consigli Construction is the construction manager. A non-mandatory in-person information session is scheduled for July 21, 2026 at 10:00 a.m. at 2320 Law Enforcement Drive, Raleigh, NC 27610, Room 140, with an alternative virtual session on July 28, 2026.
The project comprises two ground-up structures totaling approximately 50,000 square feet at 8120 Battle Bridge Road, Raleigh, NC 27610: a 26,000 square foot load-bearing masonry building with brick facade containing administrative offices and secured storage areas, and a 24,000 square foot pre-engineered metal building with slab-on-grade for vehicle storage. Site work includes geothermal wells, retaining walls, utilities, and underground storm detention. Construction is anticipated to begin in November 2026 for an 18-month duration.
Prospective bidders across numerous trade packages — general trades, concrete, masonry, structural steel, roofing, waterproofing, doors and hardware, glass and glazing, drywall, flooring, painting, specialties, equipment, furnishings, pre-engineered metal building, cold storage, fire protection, plumbing, HVAC, geothermal wells, electrical, and sitework and utilities — must submit one hard copy of the prequalification form with notarized attachments: proof of North Carolina licensing, audited financial statements for the past two years, City of Raleigh-compliant insurance certificates, OSHA 300 logs for the past three years, and resumes of assigned project superintendent and project manager. All firms must provide a surety letter dated within 30 days from a company rated "A" or better by A.M. Best or on the Federal Treasury List, verifying willingness to issue payment and performance bonds. First-tier subcontractors unable to meet bonding requirements are ineligible. Falsified prequalification answers result in disqualification. Anticipated bid date is September 2026.
