About this opportunity
The County of Orange, John Wayne Airport is soliciting prequalification from California Class B licensed general construction contractors for a Job Order Contract covering general construction services, with the prequalification packet due September 16, 2026 at 2:00 p.m. Pacific Time and a mandatory pre-bid conference call on September 23, 2026. This is a two-step procurement: prequalification (pass/fail evaluation) followed by competitive bidding among pre-qualified contractors.
All work is subject to California Labor Code prevailing wage requirements under Section 1773, with prevailing wage rates available from the Department of Industrial Relations. Contractors and subcontractors must register under Labor Code Section 1725.5 and submit electronic payroll records directly to the Labor Commissioner under Section 1771.4. The Orange County District Attorney's Office Public Works Unit enforces prevailing wage compliance and investigates wage violations on County projects; since June 2011, the unit has filed charges against 42 defendants and obtained convictions with sentences ranging from 90 days to 7 years 4 months.
Prequalification is evaluated on pass/fail essential requirements, licenses and bonding (minimum 15 points), organization and compliance history (minimum 87 points), and reference verification on six public projects of similar size and scope completed within the last ten years. Contractors must demonstrate current general liability insurance of at least $5 million per occurrence and aggregate, valid workers' compensation insurance, and bonding capacity of at least $2.67 million from an admitted surety insurer.
The estimated contract amount is $2.67 million over one year with an aggregate maximum not to exceed $8 million. Pricing is established through a Construction Task Catalog (CTC) with pre-priced unit tasks; contractors submit competitive price adjustments to published rates, with non-pre-priced tasks quoted individually. No minimum work is guaranteed. The successful bidder must furnish performance and payment bonds, each equal to 100% of contract value, within 14 days after board award. Bid security of 10% of total bid amount is due by 2:00 p.m. on the bid closing date (October 2, 2026). Prequalification questions are due September 9, 2026 at 2:00 p.m.; IFB questions are due September 28, 2026 at 2:00 p.m. Attendance at the mandatory pre-bid conference is required by 10:10 a.m. on September 23; failure to attend results in bid rejection. Pre-qualified contractors will be notified via OpenGov and become eligible to bid.
