About this opportunity
The City of Miami Beach is seeking applications from contractors to establish a prequalification pool for owner-occupied residential rehabilitation projects funded through the HOME Investment Partnership Program, with initial review occurring 21 days after posting and subsequent applications reviewed on a rolling basis within approximately 60 days of receipt.
Contractors must maintain Florida state licensing as a General, Building, or Residential Contractor and carry required insurance throughout a five-year prequalification term. The scope encompasses repairs and improvements addressing safe or sanitary habitation, substantial code violations, structural or systems faults, or accommodations to age in place; all work requires approval by the City of Miami Beach Office of Housing and Community Services in conjunction with the homeowner. Each individual rehabilitation project carries a maximum budget of $40,000. Contractors must comply with all federal HOME program requirements, conduct criminal background checks on all employees, provide uniform personnel, and implement environmentally sustainable features when economically feasible, including low-VOC paint, Energy Star certified appliances, water-efficient fixtures, and proper building envelope sealing.
Prequalified contractors will be invited to submit competitive quotes on an as-needed basis for specific projects; no volume of work or guaranteed assignments are promised. Pricing for individual projects will be determined through competitive quotes submitted in response to specific Invitations to Quote issued by the City. Prequalified status remains valid for five years from the date of award, though the City may verify compliance at any time and may remove contractors for lack of participation, poor performance, or other reasons deemed in the City's best interest.
Funding is provided through the U.S. Department of Housing and Urban Development's HOME Investment Partnerships Program, with awards disbursed to eligible homeowners as deferred payment loans secured by mortgages with restrictive covenants and 15-year promissory notes. Eligible homeowners must meet income limits ranging from 30 percent to 80 percent of area median income. Applications must be submitted electronically through BidNet Direct; contractors must acknowledge receipt of any addenda issued to the solicitation.
