About this file
This is an Invitation to Bid (ITB) issued by the City of Miami Beach, Florida, Procurement Department, seeking applications from contractors to establish a prequalification pool for owner-occupied residential rehabilitation projects funded through the HOME Investment Partnership Program (HOME). The City will maintain an ongoing prequalification pool and will not establish a firm deadline for applications; instead, the initial review will occur 21 days after issuance, with subsequent applications reviewed on a rolling basis within approximately 60 days of receipt. Contractors selected for the prequalification pool will be invited to submit quotes on an as-needed basis when specific rehabilitation projects arise. Each individual rehabilitation project funded through the program has a maximum budget of $40,000. Prequalified contractors must maintain Florida state licensing as a General, Building, or Residential Contractor, along with required insurance and qualifications throughout the contract term. Prequalified status is valid for five years from the date of award, though the City may verify compliance at any time and may remove contractors for lack of participation, poor performance, or other reasons deemed in the City's best interest. The Office of Housing and Community Services administers the HOME program, manages eligibility determinations, oversees contractor qualification, and ensures compliance.
Pricing for individual projects will be determined through competitive quotes submitted in response to specific Invitations to Quote issued by the City for each project; no volume of work or guaranteed assignments are promised to prequalified contractors. Funding is provided through the U.S. Department of Housing and Urban Development's HOME Investment Partnerships Program, with awards disbursed to eligible homeowners as deferred payment loans secured by mortgages with restrictive covenants and 15-year promissory notes. Eligible homeowners must meet income limits ranging from 30 percent to 80 percent of area median income, with the 2026 limits for Miami-Dade County ranging from $28,600 to $143,900 depending on household size and income category. Contractors must comply with all federal HOME program requirements, maintain appropriate insurance coverage, conduct criminal background checks on all employees, provide uniform personnel, and implement environmentally sustainable features when economically feasible, including low-VOC paint, Energy Star certified appliances, water-efficient fixtures, and proper building envelope sealing. Contractors are required to submit prequalification applications electronically through BidNet Direct and must acknowledge receipt of any addenda issued to the solicitation.

2. BACKGROUND AND SCOPE
The City of Miami Beach receives annual HOME Investment Partnerships Program (HOME) funding from the U.S. Department of Housing and Urban Development (HUD) to support the creation and preservation of affordable housing for low income households.
The City allocated its annual HOME funds to owner-occupied rehabilitation programs for eligible owner occupied properties within City limits. Each rehabilitation project may receive up to $40,000 in assistance.
The Office of Housing and Community Services (HCS) manages the program, including eligibility determinations, contractor qualification, and compliance oversight. Applicant eligibility is based on income and property standards. All awards are issued as deferred payment loans secured by a mortgage, restrictive covenant, and a promissory note with a 15 year term.
The City of Miami Beach receives an annual allocation of HOME Investment Partnerships Program (HOME) funds from the U.S. Department of Housing and Urban Development to support the creation and preservation of affordable housing for low income households. During FY 2022 and FY 2023, the City committed its HOME allocations to homeowner programs, including rehabilitation assistance for eligible owner occupied homes within City limits. Each rehabilitation project may receive up to $40,000 in funding.
The Office of Housing and Community Services (HCS) administers the HOME funds, participant eligibility, contractor eligibility, and program compliance. HCS determines the eligibility for all applicants by assessing income and property standards. All awards are disbursed via a deferred payment loan, secured by a mortgage agreement with a restrictive covenant and promissory note for fifteen (15) years.
Contracto contractors and keep the solicitation open for the purpose of prequalifying additional contractors maintain the licensing, insurance, and qualifications required by the City to be prequalified for future projects awarded through this procedure.
The City of Miami Beach seeks applications from qualified contractors to establish a pre-qualified pool of contractors for the future competition of rehabilitation projects in accordance with the HOME Investment Partnership Program (HOME), which shall ensure homeowners have access to qualified contractors for all owner-occupied repairs; ensure that projects are awarded in a competitive manner that maximizes available funds; ensure homeowners have a platform for performance evaluation of contractors; ensure contractors have a clear guideline to complete the work and receive timely payments; ensure vendors comply with the Building Department, Code Compliance and insurance requirements.
