About this opportunity

The County of Orange, California is soliciting pre-qualified contractors for a Job Order Contract (JOC) for pavement maintenance services, with pre-qualification submissions due August 19, 2026, at 2:00 p.m., and a mandatory pre-bid conference call scheduled for September 1, 2026, at 10:00 a.m. via Microsoft Teams (attendance required by 10:10 a.m.; failure to attend results in bid rejection). Electronic bids from pre-qualified contractors only are due September 14, 2026, at 2:00 p.m. through OpenGov.

Contractors must hold a current California Class A Contractor's license, be registered with the Department of Industrial Relations per Labor Code 1725.5, and comply with California prevailing wage requirements under Labor Code Section 1773. All contractors and subcontractors must furnish electronic payroll records to the Labor Commissioner per Labor Code Section 1771.4.

The scope encompasses road work, structural work, utility adjustments, concrete and storm drain work performed per project plans, special provisions, and the latest Greenbook standards (excluding Sections 209, 214, 307, and 314). Work is performed at various locations within Orange County. Pricing is established through the contractor's competitively bid Adjustment Factor applied to fixed unit prices in the Pavement Maintenance Specifications and Unit Price List; all unit prices remain fixed for the contract term. The contract term is one year from the date of commencement or until the maximum contract amount is expended, whichever occurs first. The County Board of Supervisors will determine the contract award amount based on county needs at the time of award.

Pre-qualification evaluation addresses Essential Requirements (Pass/Fail), Licenses and Bonding (minimum 15 points), Organization and Performance (minimum 87 points), and Construction Projects (reference-based). Contractors must demonstrate general liability insurance of at least $3 million per occurrence and aggregate, current workers' compensation insurance, and bonding capacity of at least $5 million. Bid security of $300,000 is required. Upon award, the successful bidder must furnish performance and payment bonds each equal to the contract award amount within fourteen days. Questions on the pre-qualification process are due August 10, 2026, at 2:00 p.m.; questions on the IFB are due September 8, 2026, at 2:00 p.m. The IFB will be available for download after August 27, 2026.
