About this opportunity

The City of Carlsbad is seeking Statements of Qualifications for pre-qualification to the Fleet Maintenance Building Refurbishment Project under RFQ No. RFQ27-4056FAC, with SOQs due October 13, 2026 at 5 p.m. Pacific Prevailing Time. Prequalification is mandatory; only contractors deemed qualified through this process will be eligible to bid in the subsequent Request for Bids.

Contractors must hold a valid California Class A General Engineering contractor's license and Class B General Building contractor's license, be registered with the California Department of Industrial Relations, and maintain comprehensive general liability insurance ($5 million per occurrence), business automobile liability insurance ($5 million), pollution liability insurance ($2 million), and builders risk insurance ($5 million) upon contract award. The Project is subject to California prevailing wage rates and labor compliance requirements.

The scope consists of a two-phase construction project at 2480 Impala Drive in Carlsbad. Phase 1 (six months) establishes temporary facilities including tent structures, staff trailers, and utility connections to support Fleet operations during construction. Phase 2 (twelve months plus one month for staff relocation) refurbishes the Fleet Maintenance Building and related site improvements outside the building footprint.

Contractors must perform at least 25 percent of the work with their own forces, excluding general conditions. The City encourages experience with Procore scheduling and lean construction pull planning methodologies. The City's independent cost estimate is $6.302 million; significant pricing variations may result in project delay or cancellation. No federal funds are anticipated.

The City will notify prequalified bidders in October/November 2026 and issue the RFB in November/December 2026, with bids anticipated in January 2027 and contract award in February 2027. Preconstruction meeting and Notice to Proceed are expected February/March 2027. Contractors not meeting minimum qualifications may appeal within five business days of notification.
