1. INTRODUCTION
PURPOSE: The City of Carlsbad (City) is seeking Statements of Qualifications (SOQ) for the City’s Fleet Maintenance Building Refurbishment Project (Project). The objective of this prequalification process is to identify Contractors deemed qualified and capable of successfully completing the construction of the Project in accordance with the Project specifications and plans, based on prior similar work, client references and staffing. Prequalification does not constitute the City’s approval or endorsement of a Contractor’s specific personnel, equipment, or construction methods, regardless of whether such details are included in the Contractor’s SOQ.
All parties submitting prequalification materials in accordance with these requirements will be notified of their prequalification status upon the City’s review of SOQs that are timely submitted. Contractors who are prequalified will be named in the Notice Inviting Bids for the construction phase of the Project (Step 2).
1.1 This Request for Qualifications (RFQ) represents the initial phase (Step 1) of the City's procurement process to select a qualified Contractor for the Project. The City will not compensate Contractors for any costs associated with preparing, submitting, or participating in the RFQ process. Issuance of this RFQ does not obligate the City to award a contract or to undertake any procurement or contracting activities related to the Project.
1.2 SUMMARY OF WORK: The City is seeking construction services for the development of the Project. The Project is located at 2480 Impala Drive in the City of Carlsbad, County of San Diego, California. The scope of work includes providing all necessary equipment, labor, materials, tools, services, transportation, permits, utilities, and any other items required to complete the construction of the Project. The Contractor will be responsible for furnishing all management, supervision, labor, services, temporary facilities, equipment, tools, supplies, and any additional resources needed to successfully complete the work briefly described in paragraph 4 below.
1.3 CONFLICT OF INTEREST: Any engineering firms, specialty consultants, or individuals previously retained by the City to assist in drafting the Project’s preliminary design, General Development Plan or Drawings shall not be eligible to participate in this RFQ, or in the subsequent solicitation, if any (i.e., Step 2). In addition, any people who currently serve on a City Board or Commission per Carlsbad Municipal Code (CMC) Section 2.15.030 are ineligible to participate.
P a g e | 4
Any engineering firms, specialty consultants, or individuals retained by the City to assist in drafting any Reference Documents or other document that was not prepared specifically for this Project, are eligible to participate.
1.4 PUBLIC DISCLOSURE: Records of the names of contractors applying for prequalification status shall be public records subject to disclosure under Division 10 (commencing with Section 7920.000) of Title 1 of the Government Code. The SOQs, including responses to the questionnaire and financial statements submitted pursuant to this RFQ shall not be public records and shall not be open to public inspection.
1.4.1.1 To safeguard Contractor data, City staff will not provide information regarding Contractor’s prequalification status over the telephone.
1.5 INFORMATION SYSTEM USAGE POLICY: Any personnel that require access to
City Information Technology (IT) networks, systems, or infrastructure must complete a Livescan background check and complete a one (1) hour security and system training course annually.

Upon certification by the City that the temporary facilities are ready for occupancy, Fleet staff will relocate operations to the temporary facilities.

7. NOMINATING AND SELECTION PROCESS
7.1 This pre-qualification process complies with applicable law and is based on the policies, procedures, and guidelines set forth in these RFQ documents. A two-step pre-qualification and bid process has been established as follows:
STEP 1: RFQ
