The County offers a 5 percent price deduction for certified Orange County Local Small Business (OCLSB) or Disabled Veteran Business Enterprise (DVBE) bidders during evaluation, with an 8 percent deduction available for businesses certified as both OCLSB and DVBE, though no incumbent vendors or current contractors are identified in the solicitation.
