About this opportunity

The North Carolina Department of Public Safety, Division of Juvenile Justice and Delinquency Prevention is requesting proposals for pre-employment and fitness-for-duty psychological evaluation services, with proposals due July 23, 2026 at 2:00 PM EST and written questions due by July 6, 2026 at 5:00 PM.

Services include review of MMPI-2-RF (or subsequent versions) test results followed by psychological interview and assessment tailored to whether testing results fall within normal limits, fitness-for-duty psychological evaluations, and psychological screening examination oversight services for the post-conditional-offer, pre-employment screening process. The Department estimates approximately 400 pre-employment psychological assessments, 7 fitness-for-duty evaluations, and ongoing monthly screening oversight services annually, though these figures are provided for evaluation purposes only and are not guaranteed. All evaluations must be performed by doctoral-level psychologists licensed in North Carolina, with capability to conduct assessments both in-person and virtually across multiple facility locations statewide. Applicants must be scheduled within five business days of Department request.

The initial contract term is one year, with the State holding the option to renew for up to two additional one-year terms at its sole discretion, with written notice of renewal intent required no later than thirty days before term expiration. Vendor pricing shall be submitted on a per-service basis with unit costs for pre-employment assessments, fitness-for-duty evaluations, and monthly screening oversight services, plus additional line items for specialized testing including AASI licensing fees and comprehensive evaluations. The State does not guarantee minimum purchase volumes and reserves the right to adjust service requirements as needed.

Evaluation criteria are ranked in order of importance: vendor project organization, implementation and communication plan, customer service plan, technical approach, vendor experience with customer references, and cost proposal. Vendors must be registered with the North Carolina Secretary of State and in good standing in the eVP system. The State encourages HUB participation with a 10% utilization goal for diverse firms as first or second-tier subcontractors. Addendum 1, dated April 24, 2026, clarified that the Department is not considering alternative or enhanced evaluation models at this time.
