About this opportunity

Northern Water (Northern Colorado Water Conservancy District and Municipal Subdistrict) is requesting proposals for on-call miscellaneous concrete services to support maintenance, repair, and construction of concrete infrastructure throughout its service areas in Weld County, Colorado, with proposals due July 23, 2026 at 2:00 p.m. MT. A pre-proposal meeting is scheduled for June 24, 2026 at 9:00 a.m. at Northern Water headquarters in Berthoud and is strongly recommended but not mandatory.

The scope encompasses concrete repair and rehabilitation, canal and irrigation structure work, flatwork and paving, foundations and structural concrete, drainage and utility-related concrete work, and demolition and removal. Work will be authorized through individually issued Project Orders on a time-and-materials or unit-price basis. Some work may be federally funded, requiring compliance with 2 CFR Part 200 and Davis-Bacon labor standards as applicable. A sample Hansen Feeder Canal 550 Section project is provided for pricing reference, involving approximately 240 linear feet of canal prism replacement with concrete specified at minimum 4,500 PSI compressive strength, air entrainment, and slump of 2–3 inches.

The initial contract term is one year with Northern Water retaining options to renew annually for up to three additional one-year periods. Northern Water does not guarantee any minimum volume of work and reserves the right to award to one or more qualified respondents. Respondents must submit a complete electronic PDF proposal not exceeding 20 pages (excluding resumes and agreement terms) and include a completed Fee Schedule identifying hourly labor rates, equipment rates, and applicable markups. Proposals are evaluated on eight criteria totaling 100 points: qualifications and experience (20 points), project team (15 points), project approach (20 points), capacity and response timeliness (10 points), project references (10 points), proposal quality (10 points), fee schedule (10 points), and ability to meet agreement terms and insurance requirements (5 points). Northern Water anticipates shortlisting approximately three respondents. Questions are due July 2, 2026 at 12:00 p.m. MT, with addenda issued by July 9, 2026. Interviews are anticipated for August 6, 2026, and respondent selection is expected by August 9, 2026.
