About this opportunity

The Texas Health and Human Services Commission is requesting bids for PracticeMatch Subscription Services, a healthcare workforce matching and placement platform, with responses due July 29, 2026. This is an open-competition procurement with no stated set-asides.

The scope is a subscription service platform providing access to a comprehensive database and matching system connecting healthcare professionals with practice opportunities across Texas. The vendor must deliver system functionality including user interface capabilities, reporting features, and data security compliance with HIPAA and state requirements. Pricing is evaluated on a cost-per-license or subscription-tier basis, with the state anticipating volume discounts for multiple user accounts.

The contract includes an initial period with renewal options based on satisfactory performance and continued state funding availability. Place of performance is statewide across Texas.

Evaluation criteria include vendor experience with similar healthcare workforce platforms and Texas-specific market knowledge, system reliability and uptime guarantees, data security compliance, customer support capabilities, and pricing competitiveness relative to features and service levels. The state may give preference to vendors demonstrating healthcare workforce platform experience.

Bidders may submit responses electronically through the optional HHS Online Bid Room or through alternative submission methods specified in the solicitation package. In-person bids may be submitted at the Procurement and Contracting Services office, 1100 W. 49th Street, Austin, Texas, during business hours 8 a.m. to 5 p.m. New users of the HHS Online Bid Room must complete IAM registration before submission; the process may require several days. Technical difficulties with the online system do not constitute grounds for protest.

Contractor affirmations address suspension and debarment, E-Verify compliance, conflicts of interest, HIPAA obligations, cybersecurity training, and compliance with Texas statutory prohibitions including restrictions on abortion funding, gender-transitioning procedures, certain foreign telecommunications equipment, and discrimination against firearm industry vendors. All work product intellectual property vests exclusively in the State. The contract is governed by Texas law with venue in Travis County.
