About this opportunity
Queen Anne's County Department of Parks & Recreation is requesting bids on portable toilet services for county parks, public landings, transfer stations, and Blue Heron Golf Course under an Invitation to Bid, with sealed bids due November 20, 2025 at 10:00 a.m. EST and a pre-bid meeting on November 13, 2025 at 10:00 a.m. A local-vendor preference applies: a local vendor bid qualifies for award if it does not exceed the lowest non-local bid by more than 10% or $50,000, whichever is less. To qualify, bidders must demonstrate via Local Vendor Bid Affidavit and SDAT registration that 50 percent or more of the procurement bid value will be sourced from vendors with principal places of business in Queen Anne's County.
The scope covers fiberglass chemical-type portable toilets serviced weekly or twice weekly at 24 park locations, 13 public landings, 6 transfer stations, and Blue Heron Golf Course. Services include chemical refills, tissue paper restocking, hand sanitizer refills where requested, debris removal, and service records. The contract requires pricing for four regular unit categories (weekly and twice-weekly service, with and without hand sanitizer) and four handicap unit categories with identical service variations. Monthly unit requirements vary by location and season, with higher demand during May through September. Bidders must also price special-event units for deployments lasting one week or less and be capable of providing emergency units within 24 hours when needed. Site visits are required.
The contract term runs January 1, 2026 through December 31, 2028, with one one-year renewal option exercisable at the 2028 rate. Award will be based on lowest lump-sum yearly bid price. The successful bidder must provide proof of $1,000,000 liability insurance at contract award. All funding is derived from County funds. Bids remain irrevocable for 30 days following opening.
