About this opportunity
The Virginia Center for Behavioral Rehabilitation (VCBR), located in Burkeville, is soliciting a qualified vendor to provide polygraph examination services on an as-needed basis under IFB #121081, with sealed bids due June 11, 2026 at 3:00 p.m. A set-aside priority applies to DSBSD-certified micro businesses (bids up to $10,000) and small businesses (bids up to $100,000) if fair and reasonable pricing is demonstrated.
The vendor must hold Virginia licensure and American Polygraph Association certification in Sex Offender Polygraph Assessments, with a minimum of ten years of polygraph experience (law enforcement experience preferred) and must submit redacted sample reports demonstrating competency. Services support sexually violent predator treatment and assessment at VCBR's facility during regular business hours (8:00 a.m. to 5:00 p.m.). The estimated annual volume is 100 to 150 examinations with no guaranteed minimum.
Bidding is on a firm unit-price basis per polygraph examination. Award goes to the lowest responsive and responsible bidder. The contract period runs from the date of award through June 30, 2027, and is renewable for four additional one-year successive periods subject to Consumer Price Index adjustments not exceeding the Services category increase or decrease. Payment is made 30 days after invoice receipt and service delivery.
Bidders must be registered eVA vendors and pay applicable vendor transaction fees (1% capped at $500 for small businesses or $1,500 for others). The contractor must submit a Small Business Subcontracting Plan and provide monthly compliance reports if applicable. Minimum insurance requirements include workers' compensation, employer's liability of $100,000, commercial general liability of $1,000,000 per occurrence and $2,000,000 aggregate. Written questions are due by May 29, 2026.
