About this file

This is an instructional guide document from the Virginia eVA platform detailing the procedures for responding to an Invitation for Bid (IFB) solicitation. The document, updated March 22, 2024, provides step-by-step guidance for vendors interested in submitting bids through the eVA.virginia.gov system. The guide covers the initial review process beginning with the My Leads notification email or Virginia Business Opportunities page, followed by thorough examination of all solicitation documents and attachments. Vendors are instructed to access the opportunity through the platform's interface, review all RFx documents in the Overview tab, and contact the buyer with any questions prior to submission. The response process requires vendors to complete the Response Information tab, upload any requested supplier documents such as acknowledgements of addendum or licenses, and proceed to the Item tab where unit pricing must be entered for each line item.

The Item tab allows vendors to either input prices directly into the system or download the item list to Excel for completion and subsequent upload. Vendors must complete all response grids, validate their bid information, and submit their proposal through the platform, which generates a confirmation message upon successful submission. The guide notes that vendors can save their progress at any time and return later to complete their submission by accessing the Sourcing and Manage RFx's section. No specific pricing terms, set-asides, award dates, or contract terms are detailed in this instructional document, as it serves solely as a procedural guide for the eVA bidding platform rather than a specific solicitation with contract details.
