About this opportunity

The City of Oakley, California is soliciting sealed bids for the Police Department Remodeling Project (CIP 343), a capital improvement project with proposals due August 27, 2026 at 2:00 p.m. at the City Clerk's office, with a mandatory pre-bid job walk on July 28, 2026 at 10:00 a.m. at Oakley City Hall. A critical constraint is that most construction work must be completed during weekends and nights to maintain uninterrupted police operations — bidders must account for this scheduling requirement in their bids.

The scope includes construction of new offices, new walls, roof reconfiguration, wall reconfiguration, door installation, painting, flooring, and other work as specified in the contract documents and directed by the City Engineer. The successful contractor must complete all work within 150 working days from the Notice-to-Proceed.

Bidders must hold a valid Class A California General Contractor's License at time of bid submission and a valid City of Oakley Business License at time of award. The project is subject to prevailing wage requirements under California Labor Code Sections 1770–1781, with rates set by the Director of Industrial Relations.

Bid security must be submitted as a cashier's check, certified check, or Bidder's Bond in an amount not less than 10% of the Base Bid amount. The successful bidder must provide a Performance Bond and Labor and Material Bond, each in an amount equal to 100% of the contract price, executed by a California-authorized corporate surety. Liquidated damages of $1,500 per calendar day apply for failure to meet the completion deadline.

Plans and contract documents are available from the Public Works & Engineering Department for a non-refundable fee of $75 per set ($105 if mailing is requested without a Federal Express number). Questions may be directed to Kevin Rohani at TMK Consulting (tmk9consulting@gmail.com) or Habibullah Habib at the City of Oakley (hhabib@ci.oakley.ca.us). The City Council reserves the right to reject any or all bids and has 90 calendar days from bid opening to make its award determination.
