About this opportunity
The State Foundation on Culture and the Arts is requesting proposals to serve as Poetry Out Loud Coordinator for Hawai'i, with proposals due October 4, 2026 at 2:00 p.m. Hawaii Standard Time via the Hawaii Electronic Procurement System (HIePRO). Offerors must be based and incorporated in Hawai'i — a mandatory eligibility restriction that filters out-of-state vendors.
The contract runs October 15, 2026 through June 30, 2027 (8 months), with optional extensions of up to six additional 12-month periods subject to mutual agreement and price remaining firm or lower. This is a firm-fixed-price contract with no price adjustment allowed for the initial or any extended term. The contractor must manage all aspects of the statewide poetry competition, including distributing program materials to all public and private high schools, connecting with teachers to facilitate school-level competitions, implementing the statewide competition with oversight of finalist travel, hiring judges and securing an ADA-accessible venue, and coordinating logistics for Hawai'i's finalist to compete at the National Finals in Washington DC in April 2027. The contractor will attend national partner meetings and submit a final report.
Evaluation is weighted as follows: Management Approach (50 points), Past Performance Examples (30 points), and Price (20 points). The lowest-priced proposal receives the maximum 20 pricing points; other proposals are scored proportionally using a cost conversion formula. Proposals must be submitted via OF-1, OF-2, and OF-3 forms and include pricing for one year of services and a minimum of three client references for similar work. Offerors must demonstrate extensive background coordinating statewide youth competitions, operate as a statewide arts or literacy organization with school connections across the islands, and possess knowledge of Poetry Out Loud. All offerors must comply with Hawaii Revised Statutes Chapter 103D-310, demonstrating compliance with tax, employment security, workers' compensation, temporary disability insurance, and prepaid health care requirements. A mandatory 0.75% transaction fee (not to exceed $5,000) applies to awards through HIePRO. The State will pay invoices within 30 calendar days of receipt. Evaluation is scheduled for October 6–10, 2026, with an anticipated award date of October 15, 2026.
Opportunity text
The State Foundation on Culture and the Arts seeks to work with a contractor to manage and implement the Poetry Out Loud Competition in Hawai'i. As shared on the Poetry Out Loud webpage: "National Endowment for the Arts research shows that students who participate in Poetry Out Loud showed improved writing and analytical skills. Research also found that participating students showed increase in self-confidence and reported that reading and listening to poetry helped them think about situations from multiple perspectives. These skills extend far beyond their application to a poetry competition, helping students in other school subjects and as they enter the workforce. Poetry Out Loud can also have a positive impact on schools, helping to build community, forging stronger bonds between teachers and students, and bringing together students who may not have otherwise formed connections." Tasks: It will be the contractor's duty to coordinate all aspects of the Poetry Out Loud Celebration and Competition, including: Distributing information and material to all public and private high schools to ensure awareness about the program Connecting with teachers to support and ensure school competitions Implementing the state-wide Poetry competition (including overseeing all travel for finalists) Coordinating logistics for the Hawai'i Finalist to go to the National Competition in Washington DC. As the state contact, the contractor will attend all national meetings about the competition and seek assistance from the national coordinator when needed.
