About this opportunity
The Utah Department of Health and Human Services is soliciting bids for podiatry services at Utah State Hospital under IFB DHHS26256, with bids due October 17, 2026. The contract is structured as a single five-year engagement awarded to the lowest responsive and responsible bidder based on rate per exam.
Bidders must hold a current and valid license to practice podiatric medicine from the Utah Division of Occupational and Professional Licensing, possess a Doctorate of Podiatric Medicine degree from an accredited podiatric medical school, have at least five years of experience as a podiatrist, and have at least one year of direct experience working with individuals with mental illness. These qualifications are mandatory minimum requirements for eligibility.
The scope includes comprehensive foot care services to hospital patients: consultations, diagnostic testing, treatment, preventative services such as diabetic foot care protocols, trauma evaluation, nail debridement, orthotics, therapeutic injections, and fungal treatment. Services are estimated at approximately 12 hours per month on a part-time basis, with scheduling determined by the DHHS Clinical Director based on patient need. The contractor must maintain current licensure, execute a Business Associate Agreement compliant with HIPAA regulations, document all services in the electronic medical record, notify clinical staff of patient conditions, submit monthly invoices with required detail, and report monthly on patients seen, patients unable to be seen with reasons, and referrals to off-campus providers. DHHS provides clinic space, telephone access, and computer access. The contractor must give 60 days advance notice for planned absences and notify clinical leadership immediately of unforeseen circumstances. DHHS does not guarantee a minimum number of hours or weekly service requirements.
All pricing must be guaranteed for the full five-year contract term. Price adjustments require submission at least 30 days prior to the effective date with supporting market analysis documentation and DHHS Director approval. Bidders must submit a completed cost proposal form; failure to do so results in disqualification. Contractors must maintain general liability and professional liability insurance at $1 million per occurrence / $3 million aggregate. Bids are submitted electronically through Utah Public Procurement (U3P). The Q&A period closes at a date specified in U3P. Exceptions or proposed modifications to terms must be addressed during the Q&A period; unresolved exceptions may result in bid rejection. Bid opening occurs electronically in U3P after the stated closing date and time.
