About this opportunity
The State of Illinois is executing a small purchase with sole-source conditions for the Early Childhood Court Team (a therapeutic dependency court serving 0–3-year-old children) under PO27-052 Zero to Three, with a due date of June 11, 2026.
This is a sole-source procurement, eliminating competitive bidding. All vendors must certify compliance with 34 mandatory Illinois state requirements — including vendor eligibility, absence of felony convictions, non-delinquency in state debt, drug-free workplace standards (for vendors with 25+ employees or contracts exceeding $5,000), equal employment opportunity compliance, cybersecurity compliance with Department of Homeland Security directives, forced labor and child labor prohibitions, lead poisoning prevention requirements, accessibility standards under the Illinois Information Technology Accessibility Act, and employment posting requirements on IllinoisJobLink.com. Vendors must execute these certifications by contract award and, for contracts exceeding one year, recertify by January 1 of each subsequent fiscal year. All subcontractors must also execute Standard Illinois Certifications. False statements material to these certifications expose vendors to liability under the Illinois False Claims Act; violations may result in contract voidance, suspension, debarment, denial of payment, civil fines, or criminal penalties.
Standard Terms and Conditions apply: contracts of $1,000 or more incur a $15 fee to the Minority Contractor Initiative, deducted from the first payment. Vendors must maintain general commercial liability insurance of $1,000,000 per occurrence and $2,000,000 annual aggregate, plus worker's compensation as required by law. Prevailing wage requirements apply to public works, janitorial services, security, and food services categories. The contract is contingent on appropriation by the Illinois General Assembly and is terminable for convenience with 30 days' notice or immediately for cause. Vendor records must be retained for three years post-payment, or five years if federal funds are used, and remain subject to state audit.
