About this opportunity

The City of Fort Worth Property Management Department is requesting proposals for Job Order Contract (JOC) services for facility improvements under an indefinite delivery/indefinite quantity vehicle, with proposals due August 6, 2026 at 2:00 PM via Bonfire and a pre-proposal conference on July 17, 2026 at 11:00 AM.

A 30 percent Small Business Enterprise goal applies to this contract. The scope encompasses minor construction, repair, maintenance, rehabilitation, and alteration services across various City facilities. Individual job orders will range from approximately $2,500 to $500,000 in value, with an aggregate annual cap of $3,000,000 without City Council authorization. Pricing is based on coefficients applied to unit prices from R.S. Means Facilities Construction Cost Data, adjusted by the Fort Worth City Cost Index; offerors must submit separate coefficients for standard and non-standard working hours, with escalation across the contract's original year and four one-year renewal option years. Prevailing wage rates established for 2026 apply to all work. Performance and payment bonds are required for individual job orders exceeding $25,000 and $100,000 respectively. Commercial General Liability insurance of $1,000,000 per occurrence / $2,000,000 aggregate and Workers' Compensation at statutory limits are mandatory.

The initial contract term is two years with three one-year renewal options at the City's option. Evaluation is weighted at 20 points for JOC experience and references, 20 points for project team qualifications, 50 points for coefficient pricing, and 10 points for proposed subcontractors and suppliers, totaling 100 points. The City reserves the right to award to multiple contractors and will negotiate with the top-ranked offeror; if negotiations fail, it will proceed sequentially through ranked offerors. Written questions are due by 5:00 PM on July 28, 2026, and answers will be provided via addendum without disclosing the question source.
