About this opportunity
The City of Columbus, Ohio is soliciting proposals for routine plumbing maintenance, repair, and replacement services across City facilities under a Universal Term Contract (UTC) through an RFQ with proposals due August 13, 2026. The City intends to award both a primary contract to the lowest responsive, responsible, and best bidder and a secondary contract to the next lowest such bidder.
Bidders must hold a valid Contract Compliance Certification Number from the City's Office of Diversity and Inclusion and demonstrate responsible-wage compliance at $21.37 per hour with health insurance benefits — a mandatory qualification that filters eligibility. Bidders must also be registered with the Ohio Secretary of State and in good standing to do business in Ohio, and must register as City vendors prior to submission.
The scope covers plumbing fixture repair and replacement, pipe clearing and maintenance (including sewer pipes), valve and drain repair and replacement, water and sewer system connections, natural gas connections, and water heater and conditioning system repairs at all City-owned, leased, or funded facilities. Work may involve water, sewer, or natural gas piping systems. Each bidder must demonstrate five years of experience providing these services and submit references from a minimum of four customers with similar scope, complexity, and cost requirements. Qualified personnel must hold requisite licenses.
The initial contract term extends through September 30, 2029, with an option to renew for one additional year at the same pricing and terms. The City estimates annual spending of approximately $200,000 and reserves the right to purchase up to twice that estimated amount. Bidders must submit firm, fixed labor rates for journeyman plumbers and helpers across six categories (regular, overtime, Saturday, Sunday, holiday, and emergency hours); a call or trip charge; and a percentage markup on materials and parts. An escalator clause permits no price increases during the first six months, followed by no more than two increases per year thereafter, with a maximum cumulative increase cap of 15 percent over the initial contract price. All contractors must maintain commercial liability insurance of $1,000,000 per occurrence and workers' compensation insurance. Response time requirements are four hours for non-emergency calls and sixty minutes for emergencies, with equipped crews required on-site within three business days or immediately for emergencies.
