About this opportunity
The New York Police Department is requesting bids for plumbing and fire suppression installation and repair services in the Bronx, with bids due September 24, 2026. A Master Plumber License from the Department of Buildings is mandatory; the Master Fire Suppression Piping Contractor License may be subcontracted, but plumbing work—the majority of services—cannot be subcontracted. The NYPD must review and approve all prospective subcontracted scopes in writing, with subcontracting costs built into the contractor's rates.
The scope encompasses plumbing and fire suppression piping work with a primary service area in the Bronx, though contractors may be required to perform work throughout New York City as needed. Minimum qualifications include at least three years of relevant experience; successful completion of at least $75,000 in plumbing and/or fire suppression work over the five years prior to bid opening; and ownership or lease of a minimum of two commercial vehicles (bidders with one vehicle may still be considered if all other requirements are met).
The total contract value cannot exceed $1.5 million over a five-year term from the NYPD's issuance of Notice to Proceed. The NYPD will not award more than one contract to the same vendor across borough-specific solicitations. Bidders must submit five-year pricing using an Item Grid in PASSPort, a completed Pricing Plumbing and Fire Suppression Excel spreadsheet, and an organizational chart demonstrating capacity. An optional virtual pre-bid meeting is scheduled for September 14, 2026 at 2:00 PM via Microsoft Teams. The selected bidder must submit MacBride Principles, Iran Divestment, and Tax Affirmation Riders, along with proof of licenses, vehicle possession, and sample projects. The contract is subject to the City of New York Standard Construction Contract terms and conditions.
Opportunity text
Bidders must possess a Master Plumber License (DOB). However, they may either possess a Master Fire Suppression Piping Contractor License (DOB) or subcontract that portion of the work as it comprises a smaller portion of the overall services. As per Article 2.19 of the Specifications, the NYPD must review and approve all prospective subcontracted scopes of work. Any subcontracting will need NYPDs written approval with costs built into the contractors rates. However, a prospective contractor cannot subcontract the plumbing portion since it comprises the majority of services requested.
