About this opportunity
The Pennsylvania Liquor Control Board (PLCB) is requesting bids on the production of fifteen different branded holiday gift card versions under IFB 275464, with bids due August 6, 2026 at 12:00 PM ET and questions due July 29, 2026 at 4:00 PM ET. Addendum No. 1, issued July 22, 2026, corrected the original requirement from four versions to fifteen versions; bidders who have already submitted must acknowledge the addendum through the Oracle Supplier Portal or face bid rejection.
The scope covers 130,850 total gift cards (129,950 single cards and 900 carrier-format cards) in 30 mil PVC material across three design themes—Holiday Cocktails, Holiday Gifts, and Holiday Snowflakes—with multiple denominations ($25, $50, $100). Cards must be printed with 4-color offset printing, laminated with glossy finish, encoded with high-coercivity 2-track magnetic swipe, sequential numbering, 6-digit PINs under peel-to-reveal stickers, and UPC codes in Code 128 format. Sample cards and testing proofs are due within two weeks of purchase order receipt; production delivery must occur within two weeks of final artwork approval. Cards are intended for distribution across over 600 Fine Wine & Good Spirits stores and for holiday season use beginning in October 2026. All cards ship to the PLCB E-Commerce East Greenville Business Center in East Greenville, Pennsylvania.
Bids are awarded to the lowest responsive and responsible bidder based on total cost. Required bid submittals include the signed BOP-1206 Bid Form, GSPUR-89 Reciprocal Limitations Act Certification, and BOP-2201 Worker Protection and Investment Certification. Bidders must be registered as Non-Merchandise suppliers in the Oracle Supplier Portal before submission. The PLCB Standard Terms and Conditions (Form 54-FA-2.1) govern the contract, including a one-year warranty following delivery, F.O.B. Destination delivery, payment via ACH within 30 days of invoice, a minimum wage requirement of $15.00 per hour adjusted annually, and compliance with Pennsylvania Act 57 of 2023 Russia-Belarus Certification requirements. Bid prices must remain valid for at least 60 days.
