About this opportunity

The City of Detroit Office of Contracting and Procurement on behalf of the Construction and Demolition Department is seeking pre-qualified demolition contractors for planned residential driveway removal at ten locations, with quotes due August 11, 2026 (RFQ Emergency Notice 2026). Only vendors prequalified under the City of Detroit Non-Proposal Demolition Program are eligible to respond. The City will award based on lowest, responsive, and responsible bid price with consideration given to local preferences.

The scope encompasses complete removal and disposal of driveways and associated concrete debris at 105 Louisiana, 123 Louisiana, 155 Louisiana, 189 Louisiana, 93 E Longwood, 140 E Longwood, 93 E Parkhurst, 115 E Parkhurst, 146 E Parkhurst, and 128 E Parkhurst in Detroit. Driveways range from 7 to 10 feet in width and 4 to 5 feet in length. Work includes site grading to ensure uniform conformity with adjoining sidewalks, alleys, and properties while preventing water runoff and pooling, with all grading compliant with directives from the Building, Safety Engineering and Environmental Department and other City agencies. Contractors must assign a qualified project manager, maintain professional conduct, document pre-work and post-work conditions through dated and time-stamped photographs, and retain records for seven years. Damaged sidewalks must be replaced at contractor expense. All waste material becomes contractor property; contractors are responsible for proper removal, transport, and disposal or recycling.

Respondents must bid on all properties within a group to be considered for award and submit bids through the City of Detroit Oracle iSupplier Portal. Price submissions must include a completed Excel price sheet with lump-sum bids for Driveway Removal and Site Finalization at each location and a professional rate sheet. Permits are excluded from bidder responsibility. Quotes must remain binding for 120 calendar days from deadline and may not be withdrawn. Within five business days of award, the successful vendor must secure 100% performance and payment bonds and provide certificates of insurance naming the City of Detroit and Detroit Land Bank Authority as additional insureds. The City reserves the right to award to one or multiple vendors, to withhold the Notice to Proceed indefinitely, and to rescind awards at any time. Payment terms are Net 30 under the City of Detroit Prompt Payment Ordinance.
