About this file

This is a Scope of Services document dated November 17, 2021, prepared by the City of Detroit for debris removal services supporting the city's blight remediation efforts. The scope outlines requirements for removing illegally dumped materials from abatement and/or demolition sites, with contractors required to coordinate activities with assigned demolition contractors. The document establishes general requirements including assignment of a qualified project manager, deployment of properly credentialed and experienced personnel, and maintenance of professional conduct during interactions with the public, city representatives, and regulatory authorities. Contractors must provide all necessary equipment and materials, create and retain documentation for seven years, allow monitoring and inspection by city representatives at any time, and comply with all applicable federal, state, and local laws and regulations. Prior to commencing work, contractors must verify assigned sites with demolition contractors, identify parcel boundaries, and conduct property inspections; work areas are strictly limited to parcel boundaries unless otherwise authorized in writing.

The scope establishes that all waste materials become the property of the contractor, who is responsible for proper removal, transport, and disposal or recycling. Contractors may not store containers in front of occupied structures and must relocate any container within one business day of owner request. Compensation is contingent upon submission of pre-invoice review requests and complete documentation evidencing satisfactory completion of work at each assigned site; the City of Detroit reserves the right to adjust pricing based on receipt and review of necessary documentation and to withhold payment until all work is completed in accordance with the scope and properly documented. No work may commence without both an executed agreement and a Notice to Proceed from the city. The contractor bears full responsibility for corrections, repairs, and remediation of any errors, deficiencies, damage, or hazardous conditions resulting from performance of the services, with no entitlement to additional fees.
