About this opportunity
The Missouri Office of Administration, Division of Purchasing, on behalf of the Missouri Veterans Commission, is requesting proposals for a Qualified Vendor List (QVL) for specialty pharmacy services serving seven Missouri Veterans Homes, with proposals due September 29, 2026, at 2:00 PM Central Time (extended from September 17 via Amendment No. 02). A pre-proposal teleconference was held September 2, 2026.
Bonus preference points are available for Service-Disabled Veteran Business Enterprise (SDVE) participation and Organization for the Blind/Sheltered Workshop participation; the source does not specify point values or weighting against price evaluation. No restrictive set-aside applies.
The scope encompasses specialty pharmaceutical and biological dispensing, unit-dose and liquid medications, IV therapy and infusion support, adherence monitoring, benefits investigation with prior authorizations, delivery services including STAT delivery within 24 hours, and care coordination. Services must be available 24/7 to support 1,238 combined beds across the seven facilities with anticipated 65% occupancy. As of September 2025, the facilities collectively required approximately seven specialty medications monthly, with individual facility demand ranging from zero to two medications. Contractors must submit firm, fixed pricing via annual product catalogs within 15 days of notice to proceed; the state evaluates prescriptions on a per-prescription basis, selecting the lowest-cost responsive option.
Minimum qualifications include current Missouri State Board of Pharmacy registration, specialty pharmacy accreditation (URAC, ACHC, or Joint Commission), current DEA licensure, and preferably one year of comparable pharmacy services experience. Contractors must employ a Missouri-licensed Pharmacy Director, certified pharmacy technicians, and licensed pharmacists; all personnel must pass background checks at contractor expense and complete E-Verify work authorization. HIPAA Business Associate Agreement compliance and 24/7 operational capability within 30 days of authorization to proceed are mandatory.
The initial contract term is one year from execution, with the Division of Purchasing retaining sole discretion to renew for four additional one-year periods. The state serves as payor of last resort; contractors must pursue Medicare, Medicaid, and commercial insurance first. Monthly invoices are due by the last day of the month following service delivery, with payment within 30 calendar days. No incumbent contractor is identified. Federal funding may apply; contractors must comply with federal debarment, anti-lobbying, Drug-Free Workplace Act, and nondiscrimination provisions codified in 2 CFR Part 200 and applicable federal civil rights laws.
