About this file
This is an Amendment No. 01 to a Request for Proposal (RFP) issued by the State of Missouri Office of Administration, Division of Purchasing, on behalf of the Missouri Veterans Commission, for the establishment of a Qualified Vendor List (QVL) for pharmacy services specializing in specialty medications. The solicitation seeks contractors to provide comprehensive specialty pharmacy services to seven state veterans homes across Missouri, which collectively operate 1,238 beds with an anticipated occupancy rate of 65% or higher. Services include the provision of pharmaceuticals, biologicals, unit dose packaged medications, liquid medications, IV therapy and infusion support, adherence monitoring, benefits investigation with prior authorizations, delivery services, and care coordination. As of September 2025, the veterans homes collectively required approximately seven specialty medications per month, with individual facility demands ranging from zero to two medications monthly. The RFP was originally issued on August 26, 2026, with proposals due by September 17, 2026, at 2:00 PM Central Time, submitted exclusively through the MissouriBUYS electronic portal. A pre-proposal teleconference was scheduled for September 2, 2026, at 10:30 AM Central Time. The contract period extends from the effective date through one year, with the Division of Purchasing retaining the right to renew for four additional one-year periods at its sole discretion.
Pricing shall be firm and fixed based on product catalogs submitted annually, with the state agency evaluating prescriptions by reviewing all awarded contractors' catalogs and selecting the lowest and best option based on price and applicable preference points for Service-Disabled Veteran Enterprises and Organizations for the Blind/Sheltered Workshop participation. Contractors must meet minimum experience requirements including current Missouri State Board of Pharmacy registration, specialty pharmacy accreditation from major accrediting bodies such as URAC, ACHC, or the Joint Commission, current DEA licensure, and preferably one year of pharmacy services experience. All pharmacy personnel must be licensed or registered in Missouri, with designated pharmacy directors, technicians, and pharmacists required. The state agency will serve as payor of last resort, with invoicing based on resident status (Full Cost of Care or Non-FCOC with various insurance coverage scenarios), and payment due within 30 calendar days of valid invoice receipt. Contractors must provide 24/7 service availability, maintain adequate medication supplies, deliver medications within 48 hours for non-change-over orders, and perform monthly change-over deliveries on mutually agreed schedules. The solicitation number is STATE 0000000551SL, and vendors must register in MissouriBUYS with "Approved" and "Spend Authorized" status to be considered for contract award. No current contract exists for these services.
