About this opportunity
The Detroit Housing Commission is requesting proposals for PHA-wide snow removal services across its properties in Wayne County and Detroit, with proposals due September 3, 2026 at 1:00 p.m. EST via MITN BidNet Direct. The DHC encourages participation from small business enterprises (SBE), women-owned business enterprises (WBE), minority-owned business enterprises (MBE), and disadvantaged business enterprises (DBE), with SBE/MBE/WBE/DBE participation weighted at 0–10 points in evaluation.
The scope includes snow removal and ice abatement on sidewalks, perimeter sidewalks, building entrances and walkways, parking lots, fire lanes, accessible parking, mailbox walkways, and driveways at multiple DHC properties. The contractor must monitor weather, respond within four hours of accumulation of two inches or more of snow or ice (or within four hours of management request for icy conditions), and apply calcium chloride to sidewalks and rock salt to parking lots and driveways only. Snow must not be piled in front of buildings or block handicap access. The contractor supplies all labor, equipment, and supplies and receives payment for only one service per 24-hour period unless specially requested. Pricing proposals must be firm and fixed for 365 days.
The initial contract term is one year with four additional one-year renewal options, commencing from the Notice to Proceed. Evaluation is on a 100-point scale: Experience of the Firm (0–35 points), Capacity of Staff (0–30 points), Cost/Fees (0–20 points), SBE/MBE/WBE/DBE (0–10 points), and Section 3 Compliance (0–5 points). Pricing is scored using the ratio method with the lowest proposed price receiving maximum points. The contract is subject to approval by DHC's Board of Commissioners and the Department of Housing and Urban Development. A pre-proposal conference is scheduled for Tuesday, August 18, 2026 at 11:00 a.m. via Zoom; a guided site visit is Friday, August 21, 2026; and questions are due Monday, August 24, 2026 at 1:00 p.m. Payment is made within thirty days of receipt of acceptable invoices. The contractor must maintain comprehensive insurance with DHC listed as an additional insured and comply with federal, state, and local non-discrimination and Section 3 requirements.
