About this opportunity

The Philadelphia Housing Authority is requesting proposals for chemical water treatment services at various PHA sites within Philadelphia under Solicitation P-005529, with proposals due November 20, 2026 and mandatory pre-bid site visits on October 26 at 9:00 a.m. at Holmecrest.

The scope encompasses technical services for chilled water systems, steam boilers, hot water boilers, and heating hot water closed loops across PHA's 33 conventional developments and approximately 5,500 scattered site units serving roughly 80,000 residents. Services include monthly on-site water analysis, equipment monitoring and calibration, chemical supply and application, waterside inspections, and training for PHA personnel. Steam boiler locations (Emlen Arms and Wilson Park) require two visits per month during October through April operation; hot water boiler locations and chilled glycol water systems require minimum monthly visits year-round. PHA has stated a best estimate of need but cannot guarantee any level of work beyond the Guaranteed Minimum purchase, and other units not listed may be added during the contract term.

Proposals must be submitted electronically through Bonfire and include company history, business licenses, professional certifications, key personnel qualifications with references from the past 12–18 months, performance approach, and detailed pricing. Contractors must obtain written approval from PHA's Contracting Officer before purchasing parts or materials and may apply a surcharge not exceeding ten percent of documented costs. All replacement parts and repairs carry a minimum ninety-day warranty, with contractor responsibility for re-performing any failed work at no additional charge. Performance standards require maintenance of water quality; failure to maintain quality for two consecutive weeks or longer results in a fifty percent payment reduction. Contractor personnel must be competent and satisfactory to PHA, with the contractor assuming full responsibility for employee actions on PHA premises. Questions are due before the pre-bid site visit on October 26.
