About this file
This is a Statement of Work for Solicitation P-005529 issued by the Philadelphia Housing Authority (PHA), the fourth largest housing agency in the nation serving approximately 80,000 residents across 33 conventional developments and 5,500 scattered site units in Philadelphia. The solicitation requests chemical water treatment services at various PHA sites, including technical services for chilled water systems, steam boilers, hot water boilers, and heating hot water closed loops. Services encompass monthly on-site water analysis, equipment monitoring and calibration, chemical supply and application, waterside inspections, and training for PHA personnel. Steam boiler locations (Emlen Arms and Wilson Park) require two visits per month during October through April operation, while hot water boiler locations and chilled glycol water systems require minimum monthly visits year-round. The contract includes mandatory pre-bid site visits on Monday, October 26th at 9:00 AM at Holmecrest (8133 Erdrick Place, Philadelphia, PA 19136). Proposals must be submitted electronically through Bonfire and include company history, business licenses, professional certifications, key personnel qualifications with references from the past 12-18 months, performance approach, and detailed pricing.
Contractors must obtain written approval from PHA's Contracting Officer before purchasing parts or materials and may apply a surcharge not exceeding ten percent of documented contractor costs. The contract includes a minimum ninety-day warranty on all replacement parts and repairs, with contractor responsibility for re-performing any failed work at no additional charge. Performance standards require maintenance of water quality; failure to maintain quality for two consecutive weeks or more results in a fifty percent payment reduction. Contractor personnel must be competent and satisfactory to PHA, with the contractor assuming full responsibility for employee actions on PHA premises. PHA operates on an annual budget exceeding $300 million plus Section 8 revenues and approximately $75 million in comprehensive grant rehabilitation activity, with primary funding from the U.S. Department of Housing and Urban Development for housing operations and modernization programs.
