About this opportunity
The Texas Department of Criminal Justice is requesting bids to establish a purchase order for pest control services at Coleman Unit, with bids due July 9, 2026. A current pest control license is a mandatory qualification requirement for bid consideration.
The scope covers comprehensive pest management at the Coleman Unit correctional facility, including regular treatments, preventive inspections, and corrective measures to manage rodents, insects, and other pests. Service frequency and response times are specified in the full solicitation. All work must comply with TDCJ security protocols and facility-specific requirements applicable to a correctional institution.
Bidders must obtain and maintain comprehensive general liability insurance and workers' compensation insurance in accordance with Texas state requirements, with certificates of insurance provided prior to contract award. Contractors must submit responses on the prescribed TDCJ form, time-stamped at the designated office by the deadline, signed by an authorized representative, and firm for thirty days from the response due date. All goods are subject to inspection and testing, with failure to meet specifications borne by the vendor.
TDCJ reserves the right to award on the basis of low line-item response, low total cost, or any other combination serving the state's best interests, and may reject any or all items at its sole discretion. The contract is subject to termination without penalty if funds become unavailable due to legislative action, and TDCJ may terminate for convenience with thirty days' written notice. Bidders must comply with all applicable Texas purchasing laws and regulations, obtain a Texas Identification Number and Federal Employer Identification Number prior to contract award, and certify compliance with E-Verify utilization, non-suspension and non-debarment status, absence of conflicts of interest, and prohibitions on child support delinquencies, human trafficking involvement, and discrimination practices. Delivery is quoted F.O.B. destination with freight prepaid unless otherwise specified; failure to state delivery time obligates a fourteen-calendar-day delivery standard. Direct all written communications regarding the solicitation to Carolyn Dahlen, CTCD, at Carolyn.dahlen@tdcj.texas.gov. Technical assistance is available through Euna Procurement Support at support.bonfire@eunasolutions.com.
