About this opportunity

The Pennsylvania Department of Transportation is requesting bids on 80,000 aluminum pop rivets (Alloy 5056, 3/16-inch diameter, 5/8-inch length) for the Sign Shop under IFB, with bids due October 6, 2026 at 3:00 p.m. Eastern Standard Time and vendor questions due September 30, 2026. This procurement is restricted to Department of General Services–certified Small Businesses; bidders must submit Small Business Certification with their bid response or face rejection.

Rivets must meet PennDOT Bulletin 15 specifications and feature coated carbon steel mandrels, packaged in boxes of 1,000 units. All costs, including shipping and handling, must be included in the unit price bid with no additional charges permitted after award. Delivery must be FOB Destination within 60 calendar days of purchase order receipt to the PennDOT Sign Shop Distribution Center in Harrisburg, Pennsylvania. Upon request, bidders must submit samples within ten business days of Department notification; failure to comply may result in bid rejection.

The contract term is one year with the option to renew for up to four additional consecutive annual terms at the Commonwealth's discretion. Upon renewal, unit prices shall be negotiated not to exceed a 3% increase over the previous term's price. Award will be made to the lowest responsive and responsible bidder.

Bidders must be registered in Pennsylvania's Vendor Master file and submit completed Worker Protection and Investment Certification (BOP-2201) and Reciprocal Limitations Act attestations with their bids. Under the Reciprocal Limitations Act, bidders must disclose the state or country of manufacture and provide documentation of residency status; failure to provide manufacturing information by the deadline results in bid rejection. New Jersey bidders are excluded from award in this small-business-restricted procurement. Prompt payment discounts will be accepted if offered but will not influence award determination. Directed questions should be submitted to Cheryl Bailey, Procurement Specialist 1, Pennsylvania Department of Transportation, Bureau of Office Services. Answers will be posted via addendum by October 2, 2026.
