About this opportunity
The City of Boulder Parks and Recreation Department is requesting proposals for risk assessment, design, and installation services for pedestrian safety bollards within the four-block Pearl Street Mall, with proposals due October 8, 2026 at 5:00 p.m. Mountain Time and a mandatory pre-proposal site visit on September 15, 2026 at 8:30 a.m. at the intersection of 11th and Pearl Street.
The scope encompasses risk assessment, engineering design, procurement, and construction of bollards at intersections of 11th, Broadway, 13th, 14th, and 15th Streets and along the courthouse lawn. Bollards may be fixed or removable, crash-rated or visual deterrents, or alternative protective measures such as planters or boulders, selected to balance historic district preservation with pedestrian safety during daily operations, events, deliveries, and vendor activity. Engineering documents must be prepared or reviewed and sealed by a Professional Engineer licensed in Colorado. The contractor bears responsibility for additional utility locates beyond the 2026 utility and topographical survey the City will provide.
This is a design-build contract structured in two phases: a Design and Preconstruction Phase with fixed fees or hourly rates subject to a not-to-exceed value, followed by a Construction Phase with pricing established through a Construction Services Amendment. Project completion is targeted for spring 2027 to align with the Pearl Street Mall's 50th Anniversary.
Contractor qualifications must demonstrate experience with vehicle access-control systems, removable bollard installations, construction in active public spaces, utility coordination, and permitting. Evaluation criteria are weighted equally at 20 points each across Financial Resources, Experience & Technical Skill, Approach & Timing, Record & References, and Reasonable Costs. Liquidated damages are assessed at 0.1% of the Contract Price per day of delay past Substantial Completion. Written questions are due September 18, 2026 at 5:00 p.m., with responses posted September 22, 2026. All proposals become public records under the Colorado Open Records Act.
