About this opportunity

Park City School District is soliciting proposals for a comprehensive K-5 mathematics curriculum program aligned with Utah Core Standards, with proposals due October 21, 2026 at 2:00 PM MDT and anticipated award in March 2027.

The scope covers instructional materials in digital, online, and print formats for approximately 2,400 students across 16 classes per grade level. Cost proposals must itemize annual costs for online software access, professional development, hands-on kits, teacher print manuals, basic equipment kits, and vocabulary support materials. All pricing must be guaranteed through June 30, 2027; future price adjustments are permitted only on a fiscal-year basis (July 1 to June 30) and must be requested by February 1.

The Offeror Information Form requires vendors to certify that goods or services are produced, manufactured, or performed in Utah, or to identify the location of production if not. Contractors and subcontractors must provide proof of passing a background check prior to performing work at District facilities. The District reserves the right to select multiple vendors to achieve optimal functionality and to cancel the contract with 30 days written notice. Any mandatory acceptance of the offeror's terms and conditions may render a proposal non-responsive.

Evaluation weighs firm and team experience (15 points, weighted x3), technical capabilities (10 points, weighted x2), ability to meet District objectives including implementation and product support (30 points, weighted x6), references (10 points, weighted x2), and cost proposal (35 points). The contract is for an initial five-year term. Contractors must maintain commercial general liability insurance of at least one million dollars per occurrence and three million dollars aggregate. The District also requires execution of a National Data Privacy Agreement (NDPA v2.2) governing FERPA, PPRA, and COPPA compliance, student data ownership, breach notification within seventy-two hours, and annual security audits.
