About this opportunity
Palm Beach County is requesting bids on pavement marking continuing services for contract 2026057, with bids due September 22, 2026 at 2:00 PM and a non-mandatory pre-bid meeting held on September 3, 2026 at 2:00 PM. A 10 percent price preference set-aside applies to certified SBE bidders whose bids fall within 10 percent of the lowest non-SBE bid; failure to comply with this affirmative procurement initiative after the waiver request period results in non-responsive bid designation.
The scope is furnishing all materials, labor, equipment, and supplies for pavement marking work on an as-needed, work-order basis throughout Palm Beach County. Work includes thermoplastic and paint traffic lines in multiple colors and widths, raised reflective pavement markers in amber, white, red, and bi-directional configurations, pavement marking removal, preformed cold plastic markings, thermoplastic rumble strips, contrast tape, flexible delineators, and related items across six project lots. Bidders must provide unit pricing for each pay item; all costs for maintenance of traffic and mobilization are incidental to unit prices. Individual work orders must be completed within 30 calendar days or as specified. The contract incorporates FDOT Standard Specifications for Road and Bridge Construction FY 2024-25 and requires FDOT pre-qualification or a qualifications package demonstrating two similar projects within the past five years, FDOT-compliant equipment schedules, and key personnel at superintendent level or above. Bidders must submit OSBD Schedules 1 and 2, a bid bond (waived for contracts under $200,000 in the Bond Waiver Program), certificate of resolution, proof of active Florida business license, and certification of sublet work. Compliance with E-Verify, Florida public records law (Chapter 119), the Local Government Prompt Payment Act, the Public Entity Crimes statute, and Palm Beach County's Commercial Non-Discrimination Policy is mandatory.
The contract term is 18 months with an optional extension not to exceed 36 months total. A maximum contract amount is specified on contract page C-1; total work order value shall not exceed this limit but may be increased through written amendment. No guaranteed minimum work volume applies. Bid opening and related proceedings are held at 2300 North Jog Road, Third Floor Conference Room 3W-12, West Palm Beach, Florida, with WebEx option available.
