About this opportunity
Palm Beach County Engineering and Public Works Department is requesting sealed bids on Pavement Marking Continuing Services under Project 2026057, with bids due September 22, 2026 at 2:00 p.m., and a non-mandatory pre-bid meeting scheduled for September 3, 2026 at 2:00 p.m. at 2300 North Jog Road, West Palm Beach. Award is made to the lowest responsive, responsible bidder unless a certified Small Business Enterprise (SBE) bidder submits a bid within ten percent of the lowest non-SBE bid, in which case the SBE bidder is awarded the contract. Compliance with Palm Beach County's Small Business Development Ordinance is mandatory, with properly executed Schedules 1 and 2 required for responsiveness.
The contract is structured as a unit-price, continuing-services arrangement covering pavement marking work on an as-needed basis with no guaranteed minimum work orders. The scope encompasses six lots of materials and services: thermoplastic pavement marking lines in various colors and widths; raised reflective pavement markers in amber, white, and red; paint traffic lines; pavement marking removal; preformed cold plastic markings; and miscellaneous items including rumble strips, contrast tape, flexible delineators, and foil-back tape. The pay item worksheet specifies 74 individual items with quantities; all material furnishing, installation, preliminary striping layout, maintenance of traffic, and mobilization costs are included in unit prices. FDOT Standard Specifications for Road and Bridge Construction FY 2024-25 apply.
The contract period is eighteen months from Board approval with an option to extend through mutual written agreement for a total contract duration not to exceed thirty-six months. The contractor must maintain all equipment within Palm Beach County, commence work within five working days of notice to commence, and complete work within thirty calendar days or as specified in individual work orders. The contractor must perform not less than forty percent of the total contract amount with its own organization. Bid bonds are waived for bids under $50,000 and conditionally waived between $50,000 and $200,000 under the Bond Waiver Program. Contractors must comply with E-Verify requirements and register in the County's Vendor Self Service system. No retainage is withheld from progress payments.
Bidders must submit a Qualifications and Experience Package documenting at least two similar projects completed within the last five years, with at least one performed under the bidder's firm name; resumes of key staff at superintendent level or above; a schedule of owned equipment or rental company letters; and a signed certification. Questions are submitted via email to ENG-RoadwayBids@PBC.GOV with subject line "RFI: 2026057 Pavement Marking Continuing Service Construction Contract."
