About this opportunity

The Indianapolis Airport Authority is requesting qualifications for professional engineering and design services to assess and develop a replacement schedule for 39 passenger boarding bridges at Indianapolis International Airport (Project No. I-27-015), with statements of qualifications due October 30, 2026, at 3:00 PM ET.

The scope requires technical assessment of existing bridges including mechanical and operational inspections, review of maintenance records and budgets, assessment of electrical infrastructure, evaluation of remaining lifecycle for each gate, and development of a prioritized replacement schedule with cost estimates. Respondents must submit SOQs electronically via PlanetBids limited to 20 pages of content (excluding cover letters, exhibits, and work samples).

Evaluation is weighted as follows: organizational structure and team experience (5 points), project manager and discipline leader qualifications (25 points), recent similar experience with references (35 points), and example work products (35 points). Professional liability coverage of $2,000,000 and bodily injury and property damage coverage ranging from $5,000,000 to $10,000,000 per occurrence (depending on project location within airport operations areas) are required.

Contract award is anticipated in the first quarter of 2027. The contract term will be determined by the scope of services as defined during project scoping. The professional services will be funded using IAA capital funds with no specific disadvantaged business enterprise participation goals established.

A pre-SOQ submittal meeting is scheduled for October 8, 2026, at 10:00 AM at IAA Building 280 in Indianapolis, Indiana. Written questions are due by October 9, 2026, at 3:00 PM ET. The IAA has established a cone of silence prohibiting communications between potential respondents and selection committee members.
