About this opportunity

The City of Hutchins, Texas, a Dallas County jurisdiction, is issuing a Request for Proposals (RFP 02-16-2026) seeking qualified consulting firms to develop a comprehensive Parks, Recreation, and Special Events Master Plan. The procurement deadline is March 16, 2026, at 5:00 PM CST, with proposals submitted electronically through the Bonfire portal and eight hard copies delivered to City Hall. The Master Plan will serve as a strategic roadmap addressing equitable access to parks, green space, recreation facilities, and programs over a five to ten-year planning horizon and will guide the City's development and redevelopment priorities. Key deliverables include ten bound copies and an electronic copy of the Master Plan, GIS-compatible files for integration into the City's existing GIS mapping system, internal assessment and project administration, comprehensive community engagement strategies, statistically valid community needs assessment survey, and implementation planning with prioritized recommendations. The project timeline is six to nine months upon award, with interviews scheduled for April 6, April 20, and May 4, 2026, and City Council approval anticipated on April 20, 2026. Proposals will be evaluated on a 100-point scale comprising Profile of Firm (10 points), Proposed Approach (45 points), Portfolio and References (30 points), and Pricing (15 points). Qualified consultants must carry Professional Liability Insurance of not less than $1,000,000 and submit a Conflict of Interest Questionnaire as required by state law.

The RFP does not specify set-aside designations or restrictions based on disadvantaged enterprise status; however, all applicants must complete a mandatory Submission Form and provide detailed Written Proposals describing their approach and associated costs. No incumbent vendors or current contractors are listed. The City of Hutchins, with approximately 6,352 residents across 8.5 square miles, is experiencing significant growth with 140 new homes constructed since January 2023 and 726 additional homes planned, necessitating integration with the City's existing GIS infrastructure. The City currently operates four parks and is constructing a new 41,250-square-foot Recreation Center and Library Building scheduled to open in Fall 2027, creating an opportunity for coordinated planning. The contract term is for one year with optional extension, though the RFP does not specify a budgeted award value or range for the Master Plan development services. The procurement is non-binding until execution of a written agreement, and the City reserves the right to cancel the RFP or decline to select any applicant.

Opportunity text

The City of Hutchins is seeking proposals from qualified consulting firms to provide services to the City to develop a Parks and Recreation Master Plan ("Master Plan"). The Master Plan should create a roadmap for ensuring just and fair quantity, proximity and connections to quality parks and green space, recreation facilities, and programs throughout the community now and into the future. The City is seeking a system-wide approach to develop goals, policies and guidelines and prioritize strategies based on current and future funding scenarios. The Parks, Recreation, and Special Events Master Plan that will be created from this work will be a guiding document for future development and redevelopment of the community's system of parks and green space, recreation, and programs over the next five to ten years. The three primary goals of the Parks, Recreation, and Special Events Master Plan are as follows: 1. Serve as a tool for City staff members, Boards and Commissions, and the City Council to actively use to guide the development and re-development of parks, open spaces, and recreation resources into the future. 2. Serve as the primary framework for prioritizing future development projects and programming based on funding opportunities and conditions. 3. Serve as a mechanism for the City to host a unique annual event that the City can become known for.
