About this opportunity
Pinellas County Board of County Commissioners is soliciting professional engineering services for its Parks & Conservation Resources Department through a competitive Request for Qualifications (RFQ) for the 2025-2030 Capital Improvement Program (CIP). The comprehensive five-year contract will support various infrastructure projects involving preliminary and final design services for parks, trails, roadways, sidewalks, boardwalks, boat ramps, parking lots, and related infrastructure. Specific deliverables include project design, permitting, utility coordination, right-of-way acquisition, project management, construction engineering, inspections, and engineering evaluations. The RFQ evaluation criteria will distribute 1,000 total points across multiple categories: firm qualifications (425 points), project experience (375 points), previous county work volume (50 points), minority business status (25 points), Small Business Enterprise (SBE) status (100 points), and local business location (25 points). Key dates include a question submission deadline of August 8, 2025, and a proposal submission deadline of August 19, 2025, at 3:00 PM Eastern Time.
The procurement includes several set-aside and preference provisions for local and disadvantaged businesses. Consultants with Pinellas County SBE certification will receive additional points, and work assignments over $50,000 must include at least a 10% commitment to a certified county small business enterprise subconsultant. Proposers must submit comprehensive documentation including Standard Form 330, insurance certificates, references, and comply with E-Verify requirements and state licensure regulations. While no specific incumbent vendors are listed, the contract allows for a potential 36-month extension beyond the initial five-year term. Insurance requirements are stringent, mandating coverage types including Workers' Compensation, Commercial General Liability, Professional Liability, and Pollution Legal/Environmental Liability, with minimum coverage limits ranging from $500,000 to $2,000,000. The contract appears to be partially funded through FEMA grants, which introduces additional federal compliance requirements for selected contractors.
