About this opportunity

The City of Aspen, Colorado is requesting proposals for a comprehensive Parking Management Information System (PMIS) modernization inclusive of handheld citation issuance devices, with proposals due September 30, 2026 at 2:00 p.m. MDT and a non-mandatory pre-bid meeting scheduled for September 16, 2026 via Microsoft Teams.

The scope includes permit management, citation management and adjudication, payment and collection processes, and customer-facing portals. Vendors may propose new handheld citation issuance devices (minimum 13 devices and 13 printers required) or allow the City to retain existing Samsung Galaxy S24 Ultra and S26 Ultra handhelds with Woosim printers. The PMIS must retain all existing functionality and may introduce new capabilities to address emerging business needs. Proposals must include team organization, qualifications and experience (minimum three and maximum six recent relevant projects with at least two municipal references demonstrating two-plus years of system use), detailed project approach with schedules and milestones, and detailed fee proposals in fixed-price format with unbundled costs for permit management system (per-item fees or monthly subscription), citation management system, and citation issuance device options. Vendors must complete the City of Aspen IT Security and Compatibility Questionnaire and provide SOC2 reports and third-party security certifications for finalist consideration. The City prefers a single contractor as the primary point of contact for all systems and services.

Evaluation criteria weigh product capability at 40 percent, proposed schedule at 25 percent, fee proposal at 20 percent, company experience and qualifications at 10 percent, and proposed team qualification at 5 percent. Final questions are due September 23, 2026. Proposals must be submitted electronically through Bidnet Direct. All submitted documents may be deemed public records under the Colorado Open Records Act.
