About this opportunity

The Indianapolis Airport Authority is soliciting statements of qualifications for professional design and engineering services on the Parking Garage Expansion-South and TNC Terminal Access Lanes project at Indianapolis International Airport, with a pre-SOQ submittal meeting on November 3, 2026 at 2:00 p.m. and SOQs due November 20, 2026 at 3:00 p.m. ET. The RFQ carries no set-aside. The project is Project Nos. I-27-11 and I-25-019 and is delivered under Construction Manager as Constructor (CMc) provisions under Indiana Code 5-32, which requires the selected design firm to collaborate with the CMc team through all phases.

The scope covers a five-level expansion adding approximately 1,600 parking spaces on the south side of the existing garage, plus four dedicated Transportation Network Company pickup and dropoff lanes between the Ground Transportation Center and the Arrivals area. Services include survey, utility and drainage evaluation, field investigation, architectural, structural, civil, and MEP design, geotechnical engineering, environmental coordination, sustainability design, detailed cost estimates, permitting support, and construction administration. Deliverables are due at 10%, 30%, 60%, and 90% design stages, with final plans and specifications developed in multiple bid packages.

Respondents must submit SOQs limited to 20 pages, excluding covers and cover letter, addressing organizational structure, project management team qualifications, recent similar CMc project experience with references, workforce development, economic development initiatives, and business participation strategies. The Authority will evaluate SOQs on overall qualifications. Selection committee members are identified, and a cone of silence prohibits communications with them during the procurement. Questions are due November 5, 2026. SOQs remain valid for 180 days after the due date.

Insurance requirements include professional liability coverage of $2 million and bodily injury and property damage limits up to $10 million for work within the Airport Operations Area. Pricing and fees will be set during negotiations using the Authority's standard Professional Services Contract and man-hour justification spreadsheet. Funding comes from Authority capital funds. Award is anticipated for January or February 2027, with the contract term set by the scope of services.
