About this opportunity

The City of St. Augustine is requesting bids from licensed General Contractors or Electricians to remove and install emergency lighting at the Historic Downtown Parking Facility (HDPF) at 1 Cordova Street, with bids due July 29, 2026 at 2:00 p.m. A Local Business Purchasing Preference Policy may allow local businesses within St. Johns County with a valid business tax receipt issued at least one year prior to submission to submit best and final bids if within five percent of the low bid.

The scope includes removal of existing emergency lighting fixtures, conduit, and wiring; installation of new fixtures, inverters, panels, photocells, conduit, and wiring in accordance with provided Bid Set Drawings; and an add alternate for Blue Light Station evaluation with two options—complete unit replacement or internal component replacement of thirty-five blue light stations.

Bidders must hold a valid Florida General Contractor or Electrician license, a current business tax receipt, and demonstrate a minimum of two successfully completed similar projects within the past five years. Respondents must submit three letters of reference, including at least one from a similar project and no more than one from City projects. A Bid Guaranty in the form of a Bid Bond or cashier's check equal to five percent of the total cost is required. No more than 50 percent of work may be completed by subcontractors, and all debris removal must use City-authorized franchise haulers.

A non-mandatory pre-bid meeting is scheduled for July 7, 2026 at 10:00 a.m. at the facility's ground floor office. Questions must be submitted by July 20, 2026 at 5:00 p.m., with responses provided by July 23, 2026 at 5:00 p.m. The City applies a "Cone of Silence" policy restricting communications with potential vendors and evaluation committee members until a Notice of Intended Decision is issued. Award will go to the lowest responsive and responsible bidder demonstrating verifiable history of skill, ability, integrity, and reliability. The City reserves the right to reject any or all bids and waive irregularities.
